The CLEAR Act

Why federal action matters
Disposable cannabis vapes combine batteries, electronics, plastics, metals, and residual liquid in one small product. Even when the device is spent, residual cannabis material can create legal uncertainty for transporters, recyclers, waste handlers, and multi-state operators.
The CLEAR Act is a narrow cleanup proposal. It does not authorize interstate retail cannabis sales. It creates a safe pathway for approved handlers to collect, transport, recycle, treat, or destroy waste that already exists.
Manufacturing example
The SplitCircuit concept keeps the familiar disposable vape form factor, but changes the architecture. The upper pod holds liquid-contact components. The lower base holds the recoverable electronics and battery.
It can still be manufactured, packaged, and sold as one complete product. The difference is that the end-of-life separation point is visible, intentional, and simple enough for retailer takeback.
No battery in the liquid pod.
No circuit board in the liquid pod.
No charging port, LED, screen, or active electronics in the liquid pod.

Design for recovery standard
Contains the parts that contact or move liquid, while staying electrically simple.
Contains the durable components that should never be trapped inside the waste.
Separate + return
A bright indicator, visible seam, and break-away tab can turn disposal into a simple consumer action: separate the spent liquid pod from the recoverable battery base, then return both to the right bins at retail.
That design choice makes takeback easier for customers, safer for retailers, and more useful for downstream battery and waste handlers.
